Add measure flour all at once and mix until just combined but still lumpy. Lightly dust vegetables in additional flour, shaking off excess, then dip in batter. Deep-fry vegetables until golden (2-3 minutes).
Meanwhile, heat soy sauce and mirin over low heat. Pour into individual dipping bowls. Gently squeeze excess liquid from sauce, topped with ginger.
When vegetables are ready, make sushi cones (temaki), with nori sheets immediately, adding sushi rice, a tempura vegetable anda a lettuce leaf and roll nori around the filling. Serve with the dipping sauce.
